Brown Construction Advances Modular Affordable Housing
Brown Construction was selected by Mutual Housing California, along with Guerdon and AO to deliver five modular communities and more than 660 zero net energy affordable homes in Northern CA by 2028.
Brown Construction is proud to partner with Mutual Housing California, Guerdon, and AO to deliver a pipeline of five zero net energy modular affordable housing communities that will provide more than 660 much-needed homes across Northern California by 2028.
As the general contractor for each development, Brown Construction will lead the site construction and coordination required to successfully integrate factory-built modular units into complex energy-efficient multifamily projects. The developments will serve seniors, families, veterans, and individuals transitioning out of homelessness in Sacramento, Solano, Yuba, and San Joaquin counties.
While modular construction is still an emerging delivery method for multifamily housing, over the last seven years, Brown Construction has made a deliberate investment in developing the expertise, planning processes, and collaborative partnerships necessary to execute these projects successfully. We believe modular construction has the potential to improve safety, enhance quality, reduce material waste, and accelerate project delivery—helping bring affordable housing to communities faster.

The partnership builds on Mutual Housing California and Brown Construction’s first modular development, Fairview Terrace, which is now under construction in Stockton, and establishes a coordinated pipeline of projects designed to create greater efficiency and consistency across future affordable housing developments. By bringing together an experienced owner, architect, modular manufacturer, and general contractor, the team is creating a scalable approach that can help address California’s growing housing needs.
